The La Palma project literally began life as a sketch on a napkin with the need to turn over the phased project in record time. Within two months of the sketch, the project team had mobilized on site. A number of methods were employed to expedite the schedule.  By employing a method of modular construction, an average of two months per housing unit was saved. Additionally, the team utilized online management to control document and drawing review and approval.  Drawings were approved in three days rather than three weeks.

Phase One of the project, consisting of 1,020 beds, was turned over two weeks ahead of schedule allowing the first inmates to transfer in July 2008.  Phase Two included support buildings and completed in August.  The final 1,020 beds were completed in December 2008.  The project finished three months ahead of its target completion date of March 2009.
